Social and Pedagogical perspective of urban public space

International Hellenic University. The primary motivation behind this thesis was an intention to research about how the urban public environment affects the lives of city dwellers in terms of a lifelong learning and socialization process and how arts and culture could be used most effectively to stimulate urban development and regeneration. In this study, the spatial transformation of a city under development, Batumi, as well as the processes and the actors behind this transformation is examined as a case study. A massive construction activity is being conducted in the city aiming to create tourist attractions, which include the creation of international chain hotels, beautification of public spaces and regeneration of the beach line. This process is indicative of a conscious strategic application of the theories of city marketing and city branding by the policy makers and planning public sector, not only as a tool for city’s problem solving, but also as the philosophy of urban space management. The main argument of the study is that urban tourism and capital attraction have become the significant forces shaping cities. Based on this assumption two other important functions, the pedagogical and social functions have been neglected. Issues examined related to this assumption are first the entrepreneurship of the city management, and second, the impact of construction of images to ‘sell’ cities on the two neglected functions of the city. This thesis argues that cities act as cultural, social and pedagogical interfaces. My case study, Batumi represents a crucible of hopes and desires for transforming the city and producing development and flow of capital. The arts were also intended to help project a “soft” image for the city to complement its “hard” economic success to attract tourists as well as foreign highly-skilled professionals.
